scrap what is believed to be a budding program to develop

to the war. Their leaving would have amounted to "regime
change" without any military action.

Trial begins over veil in license photo
ORLANDO, Fla., May 27 (UPI) -- A trial began Tuesday for a

to give her a license on the religious grounds that she has a
right to wear a veil. The veil covers her entire face except
for her eyes. The state at first issued Freeman a license
after she moved to Orlando from Illinois, but three months
after the Sept. 11, 2001, terrorist attacks she received a
notice from the Department of Motor Vehicles.
